Programming and Creation Background
SEAL was developed in response to clear gaps in access to job training, leadership education, and entrepreneurial resources throughout Schuylkill County. Economic shifts, population decline, and limited access to modern workforce programs have created barriers for many residents—especially those in low-income and rural communities.
Through regional planning efforts, community meetings, and collaboration with trusted partners, SEAL was designed as an integrated program that combines leadership development, workforce readiness, and business support into one cohesive ecosystem.
The program is led by the Pottsville Area Development Corporation (PADCO) in partnership with the Schuylkill Chamber of Commerce Foundation and the O’Pake Institute of Alvernia University. Together, these organizations bring decades of experience in economic development, leadership training, and entrepreneurial education.
SEAL’s programming continues to evolve through ongoing evaluation, community feedback, and long-term planning to ensure lasting impact.
